Capital of Culture
Cultural Renaissance comes to Maribor
21.11.2008
By Ana Šinkovec

The Municipality of Maribor will be the project leader of the European Culture Capital in 2012, while the other partner municipalities of Murska Sobota, Novo Mesto, Ptuj, Slovenj Gradec and Velenje will take part in preparation and implementation of the programme for certain parts of the programme.

Maribor is a city with numerous cultural monuments and museums as well as modern cultural programmes; it has a medieval city centre and its own university as well as a developed sports and tourist infrastructure. The city and its surroundings boast many important natural sites. The local historical heritage, the arts, sports/fitness, culinary, wine, ecological and other culture fields need to be brought together to provide visitors to Maribor with a complete cultural experience.

Maribor will be the centre of the Eastern cohesion. With its rich three thousand-year cultural tradition, it will justify its honorary title as well as the extra financing from the cultural sector from the EU.

The European Capital of Culture is a city designated by the European Union for a period of one year during which it is given a chance to showcase both its cultural life and cultural development. A number of European cities have used the City of Culture year to transform their cultural base and, in doing so, the way in which they are viewed internationally.
Zeks Stresses Importance of Dialogue with Slovenes Abroad

The minister without portfolio for Slovenians abroad, Bostjan Zeks, giving an interview for STA. The invitation to become the minister without portfolio for Slovenians abroad came in the right moment for me personally, as there is a unity regarding this ministry, Bostjan Zeks has told STA in an interview. He believes that the tough task of coordinating all Slovenians living abroad can be achieved with fair dialogue.
"It was already clear at the hearing in the parliament that there was unity here, and it would have been really sad if there was not", said Zeks, who has been unanimously endorsed by the parliamentary Commission for Slovenians Abroad.
Of course it is tough to coordinate all these types of emigrants, migrant workers and Slovenians in the neighbouring countries, but much can be achieved with fair dialogue, he added.
MPs Pass Amendments Introducing Minister for Slovenians Abroad
Ljubljana, 11 November, 2008

The parliament passed on Tuesday in a majority vote amendments to the government act, introducing the minister without portfolio for the relations with Slovenians abroad. MPs also endorsed amendments to the deputies act reducing the number of state officials who can reclaim their deputy posts after their terms expire.
The amendments to the government act have been proposed by four coalition partners, the Social Democrats (SD), Zares, Pensioners' Party (DeSUS) and Liberal Democracy (LDS), and are in line with the act on relations between Slovenia and Slovenians abroad adopted in 2006.
The act stipulates that the Government Office for Slovenians Abroad is a central body of the state administration for the relations between Slovenia and Slovenians abroad, and is run by a minister without portfolio. The amendments to the deputies act have also been put forward by the future coalition, initially proposing the number of state officials who can reclaim deputy seats after their terms expire - the privilege reserved so far for the prime minister, deputy prime minister, ministers and state secretaries - to be expanded to the government secretary general.
The Celebration 15 November 2008.

50 Years of Australian Slovenian Society “Tivoli” Newcastle
by Speaker Maria Grosman

On behalf of the Austral Slovenian Society Tivoli, Newcastle Inc, I wish to extend a warm welcome to each and every one of you. I particularly welcome guests from Canberra, Sydney, Wollongong and Melbourne.

Austral Slovenian Society “TIVOLI” Newcastle has its roots in the milk bar on 113 Tudor Street, Hamilton, owned by Mr. and Mrs. Podgorelec. Their shop was a place where most Slovenians have met in the early years. They invited Drama group “Soca” from Sydney to stage their first play in Newcastle.

On 19 October 1958 the stage play, “The Main Prize” (Glavni dobitek), was presented to the Slovenian Community at Anzac House, Tudor Street, Hamilton.

During the interval, on suggestion from members of the Slovene Association Sydney, a working committee was elected, which was given the task of finding the way to establish a slovenian association in Newcastle.

The committe became very dedicated to the cause and organized first function, a very successful dance on 14 December 1958. This gave the committee a lot of encouragment . They started to spread the word amongst the slovenian community and a desire to establish slovenian association in Newcastle became stronger every day.

The Foundation Meeting was held on 4 April 1959. The name »TIVOLI« was adopted and the association became known as Austral Slovene Association Tivoli, which was later changed to Austral Slovenian Society Tivoli, and, in early nineties, became incorporated.

The basic aim of the association was to unite Slovenians in Newcastle and surronding region, to preserve the social and cultural life, to preserve the customs and traditions of the old country, to help those, who needed help due to illness or other misfortunes, and to aim to get it's own premises.

Introduction
The Slavic languages use the semantics of case in time expressions in a variety of ways.
This topic provides an opportunity to discuss the nature and role of metaphor in language,
as well as sources of cross-linguistic variation. Data will be drawn primarily from
Russian, Czech, and Polish (representing North Slavic), with some comparisons to other
languages. This article is based upon nearly fifteen years of research on Slavic case
semantics.

Glossos is a peer-reviewed journal devoted to publishing original, independent research in languages and linguistics. Glossos is devoted to the specific needs of Slavic and East European language instructors and learners, as well as the applied and theoretical linguistics communities.
Article: CELTO-SLAVIC SIMILARITIES (Podobnosti med galščino in slovanščinami) pp.84-119
by Pavel Serafimov

Abstract
Combined analysis of languages, historical sources, burial types, architecture and religion
reveals that a part of the Gauls called also Celts were in fact a Western Slavic branch consisting
of different tribes who inhabited the lands of ancient France, Austria, Switzerland, Hungary,
etc. These people were responsible for the spread of iron in Central and Western Europe and
were also the ones to whom the ethnonym Celts was applied for the first time. Unless other
ancient testimonies or new archaeological discoveries appear, it should be admitted that Slavic
tribes inhabited not only Eastern, but also Central and Western Europe in the deep antiquity
and were strong, highly developed people, who influenced many others. Novel evidence of
Slavic presence in Western Europe and British Isles is presented in this paper. Scientific method
demands that the opposing arguments and theories have to be considered. Counter evidence
and counter arguments are welcome.

From: The names Raetia and Schwyz by Branko J. Hribovšek, April 2006
http://homepage.glattnet.ch/qed/
(Text is in: English, German, Slovenian)

The names Raetia and Schwyz originate from primeval religions. The name Raetia originate from the cult of the Big Mother and the name Schwyz from the cults of light – sun, moon and stellar cult. The center of the light cults was the Schwyz valley, which composed with the surrounding mountains a gigantic natural „Stonehenge“. From the name Raetia is derived also the name Germani.

We shall try to find out the original meaning of both names in this paper. The linguistic data, which was till now systematically and categorically, consciously or of ignorance omitted, will be especially reconsidered.

Basics and the method

From the historical point of view, The Paleolithic Continuity Theory on the Indo-European origins [1] will be consulted. This theory has removed the problems of the Indo-European origin and evolution in broad sense and without contradictions - the problems, which lasted on all past propositions [2].

For us are relevant the following conclusions:

- Contemporary nations live mostly in areas, in which they developed from the Paleolithic age. Exceptions are relatively smaller later shifts, mostly in the border areas.Such border areas are Alps, where the big Indo-European linguistic families meet.

- The conservation is the law of language and the change is an exception.

- The Indo-European and the Finno-Ugric language families exist in Europe both from the Paleolithic age.

- The Proto-Slavic linguistic base in Europe was broad and present from the Paleolithic beginnings.

- The Proto-Celtic and the Proto-Germanic people were the descendants of the fishing cultures, which expanded from the West to East.

Conclusion
It can be confirmed that the names Raetia and Schwyz have much deeper roots as supposed till now. The connection of the names with the cults and places, the cognates and the associations, prove the thesis posed. They agree with the newest theories of the European settlement and they support the known, but not generally accepted, etymologies of the Middle-European, especially Alpine toponyms.
There is a lot to be examined. To this belong developments, concerning the Romanisation and Alemannisation of the Proto-Slavic primeval inhabitants. These processes are possibly reflected in the Swiss German language. Also a detailed archeo-astronomic analysis of the Schwyz' sacral buildings and of the surrounding relief’s may lead to the new interesting findings.
